Start Service Application

Property Information - New Address

Please enter the address where you would like to start service.





Citizens requires all customers to provide their Social Security Number when submitting an application. A soft credit check (See Help Tool for more information) and deposit may be requested. If you are unable to provide your Social Security Number, please contact us. You will be unable to submit your application online without this information.


Appointment Scheduling

Appointments to start your service are available Monday through Saturday, excluding holidays.



Please allow up to 2 days to schedule an appointment. Dates requested are not guaranteed until after you receive confirmation from a Customer Service Representative.

Property Access

To start your service, it may be necessary to gain access to areas that are locked. The following information will help us complete the order for you on the day you have requested.

Please indicate the phone number at which a representative may call 20 minutes prior to arrival to meet you at the residence.

New Bill Mailing Address

Your bill will be mailed to your new service address unless you request another address.

Terms and Conditions

By making this selection, you authorize Citizens Energy Group (Citizens) to turn on or turn off the water service for the requested premises. You hereby acknowledge and will ensure all water using devices are shut off at the time Citizens turns the water on or off. Additionally, you agree to release and discharge Citizens from any and all damages to the premises, structure and/or contents, or any other property by reason of the water remaining on for the requested premises.
